醜 (ugly) + 悪 (bad) = 醜悪 (hideous, scandalous)

hideous - more literary and more extreme than the related word 醜い (みにくい).

Also - unlike みにくい, 醜悪 is more often used figuratively to mean 'scandalous' : an ugly divorce, a scandalous rift between political factions.
